Who We Are

Together for Disaster Free Communities (TODFCO) is a registered Community-Based Organization operating in Kawempe Division under the jurisdiction of Kampala Capital City Authority (KCCA), Uganda. The organization is non-political, non-profit, and non-religious. Our operations are community-driven and grounded in principles of accountability, inclusiveness, and transparency.

Established in 2023, TODFCO was founded in response to the recurring floods and increasing disaster risks affecting Bwaise Parish and surrounding communities. Kawempe Division, particularly Bwaise Parish, is characterized by dense settlement patterns, informal housing structures, and valley-based terrain that makes it highly vulnerable to seasonal flooding.

We work directly with community members to strengthen their capacity to understand disaster risks, reduce vulnerabilities, and respond effectively when disasters occur. Our approach combines traditional knowledge with modern disaster management practices to create comprehensive solutions that address the unique challenges faced by urban slum communities in Uganda.

General Assembly

The supreme decision-making body comprising all registered members of TODFCO. Meets annually to approve policies, budgets, and strategic plans. Consists of registered members, founding members, executive committee members, and honorary members.

Board of Directors

Seven-member board elected by the General Assembly, responsible for strategic oversight, policy implementation, and resource mobilization. Provides governance oversight and strategic guidance.

Executive Director

Chief executive officer responsible for day-to-day operations, program implementation, staff management, and stakeholder relations. Undertakes overall leadership and coordination of organizational activities.

Programs and Operations

Coordinates all disaster risk reduction programs, community training, emergency response, and recovery activities. Managed by project officers responsible for core disaster risk management activities.

Administration and Finance

Manages financial operations, human resources, compliance, and organizational development. Ensures financial management and internal administrative efficiency.

Partnerships and Advocacy

Flood Sensitization in Bwaise

The Conference & Outreach Program

In May 2026, TODFCO organized a community conference and outreach program in Bwaise Parish. The program was designed to educate residents about the nature of floods, their causes, and the practical steps communities can take to reduce their impact. Sessions covered flood preparedness, prevention measures, early warning systems, and household-level flood protection strategies.

The team also conducted on-ground flood inspections across Bwaise, identifying high-risk zones and documenting the physical conditions that make the community vulnerable. These findings are being used to strengthen TODFCO's advocacy for improved drainage infrastructure and urban planning in Kawempe Division.

Bwaise has long been defined by its vulnerability to flooding. But TODFCO is working to rewrite that story - transforming a community that once waited for disaster into one that actively prepares, responds, and recovers with confidence.

Resilience is not built overnight. It is built through consistent education, community ownership, strong networks, and the belief that every resident has a role to play. TODFCO's programs are designed to create lasting change that outlives any single project or campaign.

The voices collected during the May 2026 outreach confirm what TODFCO has always believed: the people of Bwaise are resilient, resourceful, and ready - they simply need the knowledge, tools, and support to channel that strength into lasting safety.

Volunteers and Interns

We welcome volunteers and interns who want to contribute to disaster resilience efforts. Opportunities include community outreach, training facilitation, research, and administrative support.

Volunteers and interns can attend and vote in general meetings during their tenure and participate in organization activities as determined by their supervisors. They are not subjected to membership fees.
